MINUTES TAKEN BY THE CLERK AT THE MEETING OF CARRINGTON PARISH COUNCIL, WHICH WILL BE HELD ON TUESDAY 26TH NOVEMBER 2019 IN NEW BOLINGBROKE TOWN HALL COMMENCING AT 7.00PM AND THE BUSINESS TO BE DEALT WITH AT THE MEETING IS LISTED IN THIS AGENDA

PRESENT: Cllr. K. Rundle, Cllr. T. Morgan, Cllr. A. Paul, Cllr. J. Hayes, Cllr. E. Wells, Cllr. Mrs R. Thompson, Cllr. I. Thompson and the clerk, Mrs V Clark.

Also present: 1 members of the public

THE CHAIRMAN OPENED THE MEETING AND STARTED WITH THE PUBLIC FORUM:

➢   Cllr. Paul spoke about the pot holes on the access part of parish land and the hazard to those using the Town Hall. Although it was agreed that it is too wet for a lasting job, The Chairman & Cllr. Hayes will try to fill them the best they can.

➢   Cllr. T. Ashton sent his apologies – No report

PAROCHIAL CHURCH COUNCIL

➢   No report received

WAR MEMORIAL REPRESENTATIVE

➢   Apologies were received

➢   There was a good number of people attending the Remembrance Sunday Service & after service refreshments in the Village Hall.

➢   Cllr. I. Thompson offered to keep the War Memorial garden tidy & will let the Clerk now if he needs a working party to help at any time.

CARRINGTON VILLAGE HALL

➢   Apologies were received with nothing to report

NEW BOLINGBROKE TOWN HALL

➢   No report received

PARK UNITED

➢   Both teams are mid table

➢   The wet weather is against them at the moment

MEETING STARTED AT 7.06PM

1.   APOLOGIES FOR ABSENCE To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

➢   Apologies were received from Cllr. Ms. T. Ducker, on proposal from Cllr. T. Morgan seconded by Cllr. E. Wells all resolved to accept the reason given.

2.   DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

➢   Cllrs T. Morgan & J. Hayes declared an interest in items 5:c & d

3.   NOTES OF THE PARISH COUNCIL MEETING HELD ON 29th October 2019

To resolve as a correct record and to authorise the Chairman to sign the official minutes

➢   On proposal from Cllr. Mrs. R. Thompson seconded by Cllr. J. Hayes all resolved to accept them as a correct record of the meeting and the chairman signed them

4.   CLERKS REPORT ON OUTSTANDING MATTERS

a)   Newsletter

ACTION: The Clerk to keep working on it

b)   Emergency Plan - Update

➢   A date has been set for a table top exercise

c)   Defibrillator – Update

➢   LIVES have not responded to emails & telephone messages so the Clerk has downloaded a sign & instructions

ACTION: Cllr. A. Paul will arrange for them to be displayed

d)   Becoming a Town Council – Thoughts on names

➢   Further thought needed

e)   New Bolingbroke Telephone Box

ACTION: The Clerk to keep contacting the owners

5.   PLANNING – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the District Council

a)   S/029/01318/19 Waterloo Housing Group, Erection of a bungalow and construction of a vehicular access on land adjacent to 22 Occupation Lane, PE22 – Report sent

➢   No update received

b)   S/029/01745/19 Mountains Building Contractors, Erection of 10 dwellings – 3 pairs semi- detached, 4 detached houses and associated garages – Report sent

➢   No update received

c)   S/029/01820/19 Beeswax Farming, Overhaul the existing Farm Welfare Facilities & change of use, conversion & alterations to existing adjoining open bay building to provide overnight accommodation for seasonal Farmworkers

➢   Report sent

d)   S/029/01900/19 Beeswax Farming, Erection of Glasshouses, Beeches Lane

➢   Hard copy of the plans were available at this meeting and Beeswax has offered a site visit

ACTION: Cllr. J. Hayes to give dates for a site visit & the Clerk to agree to a date with the Members
 
6.   FINANCIAL MATTERS – Previously sent to councillors, resolve as correct and authorise payment

a)   Bank statement as of 31/10/2019 - £11,180.83

b)   Cash book as of 31/10/2019 - £11,115.83 + Unpresented chq no. 640 £65 = £11,180.83 To resolve 6:a & b as correct

➢   On proposal from Cllr. E. Wells seconded by Cllr. A. Paul all resolved that the above figures are correct

c)   Financial Regulations

Adopted at meeting 24th September new members to sign

➢   Cllrs. Mrs. R. Thompson & I. Thompson signed

d)   November Budget

To discuss & resolve budget amounts and precept

➢   On proposal from Cllr. E. Wells seconded by Cllr. Mrs. R. Thompson all resolved with the precept amount of £11,000

ACTION: The Clerk to apply to ELDC when paperwork is received in December the deadline is January 20th

e)   PAYMENTS TO BE APPROVED

➢   On proposal from Cllr. A. Paul, seconded by Cllr. J. Hayes all resolved to approve the above payment

ACTION: The Clerk is looking into other banks

7.   HIGHWAYS - www.lincolnshire.gov.uk or 01522 782070 to report highway defects

a)   Road closures – roadworks.org

➢   Non scheduled for the next 2 weeks in the Parish

b)   Ward walk/drive – Update

➢   Cllr. J. Hayes gave an update

ACTION: The Clerk to keep in touch with highways

c)   Reported to highways – Update

➢   The Clerk has reported 3 areas, the uneven road outside White House Farm, back surface on Stickney Lane/West Fen Road, Medlam Bridge to West Fen Bridge & large pot holes along the length of Medlam Lane.

8.   LINCOLNSHIRE COUNTY COUNCIL

➢   LCC emailed the policy consultation for school admissions all members have received it.

9.   EAST LINDSEY DISTRICT COUNCIL

a)   Streetlight – Update

➢   The Clerk has been contacted by property services who have sent a team to check & report back to the dept. they will then contact the clerk

ACTION: The Clerk to again suggest a site meeting and let the Chairman know
 
10.   CORRESPONDENCE, EVENTS, PARISH & COUNCIL MATTERS

a)   Police report – Police.uk

➢   The Clerk read out the report

b)   Standing Orders – Adopted at meeting 24th September new members to sign

➢   Cllrs. Mrs R. Thompson & I. Thompson signed

c)   Boston Borough Council, Democratic Services – Statement of Persons nominated

➢   The Clerk has copies for the notice boards & halls

ACTION: The clerk will put it on the Councils face book page & website

d)   Citizens Advice application for funding – dealt with in item 6:d

ACTION: The Clerk to let them know that they have been unsuccessful this year
