MINUTES TAKEN BY THE CLERK AT THE MEETING OF CARRINGTON PARISH COUNCIL, WHICH WAS HELD ON TUESDAY 25TH JUNE 2019 IN CARRINGTON VILLAGE HALL COMMENCING AT 7.00PM 

PRESENT: Cllr. K. Rundle, Cllr. T. Morgan, Cllr. J. Hayes, Cllr. Ms T. Ducker, Cllr. E. Wells and the clerk, Mrs V Clark.

Also present: 4 members of the public & County/District Cllr T. Ashton (Arriving at 7.10pm)

THE CHAIRMAN OPENED THE MEETING AND STARTED WITH THE PUBLIC FORUM:

   No questions or statements were made

COUNTY AND DISTRICT COUNCILLOR

   Reports were given on LCC and ELDC matters including an update on the Wainfleet flood

PAROCHIAL CHURCH COUNCIL

   Thanks were given to Beeswax Farming for tidying Carrington Church Yard & also the team in New Bolingbroke for looking after New Bolingbroke Church Yard.

   No new Minister has come forward yet, the closing date is 7th July.

   The church commissioners will be undertaking work on new Bolingbroke Church, date TBA

WAR MEMORIAL REPRESENTATIVE

   The area is clean & tidy

CARRINGTON VILLAGE HALL

   A letter of thanks from the secretary for the donation from the parish council was read out, funds will be put towards a new suspended ceiling and lighting in the main hall.

NEW BOLINGBROKE TOWN HALL

   The donation from the parish council will help towards insurance & kitchen refurbishment. 

   With the 200th anniversary of New Bolingbroke coming up plans to celebrate this will start later in the year with an open meeting which will include the history group

ACTION: The clerk to find out the date and let councillors know 

PARK UNITED

Pre-season training has started, and they are holding their AGM on the 1st July

THE MEETING STARTED AT: 7.10PM

1.   APOLOGIES FOR ABSENCE To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

   Cllr. A. Paul sent his apologies with reasons - on proposal from Cllr. E. Wells seconded by Cllr. J. Hayes, all resolved to accept the reasons given

2.   DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

   Cllrs. Hayes, Morgan & Ms. Ducker declared an interest in item 7

3.   NOTES OF THE PARISH COUNCIL MEETING HELD ON 28th MAY 2019 To resolve as a correct record and to authorise the Chairman to sign the official minutes

   On proposal from Cllr. T. Morgan seconded by Cllr. J. Hayes all resolved to accept them as a correct record of the meeting and the chairman signed them

4.   CO-OPTION To fill vacant seats on the parish council and signing of declarations of acceptance of office

5.   ALL MEMBERS TO SIGN THE CODE OF CONDUCT

   The code of conduct was adopted on 25th July 2017, there has been no alterations, this will be reviewed again in four years unless alterations are made, all councillors present signed a copy & were given a copy.

THE MEETING WAS CLOSED AT 7.10PM TO HEAR FROM THE COUNTY/DISTRICT CLLR. T. ASHTON AND RE-OPENED AT 7.20PM

6.   CLERKS REPORT ON OUTSTANDING MATTERS

a)   Newsletter – On hold

b)   Emergency Plan – Monday 22nd July 7pm in Beeswax Board Room

ACTION: The clerk will remind all of date & venue

c)   Overgrown Land next to house in occupation land – Consultation 24th June 3.30 – 6.30pm in New Bolingbroke Town Hall

   There we approximately 20 residents who came to see the plans & talk with Waterloo Housing

   The plans were very well received but concerns were made regarding the established trees & ongoing sewage problems

   One comment stated not to go ahead 

   The members of the parish council do not require another meeting from the community led facilitator and ask that they go to the next stage.

ACTION: The clerk to inform the community led facilitator 

d)   Defibrillator – Grant application update

No small grants have been found or replied to

ACTION: The clerk & chairman to liaise about further funding 

7.   PLANNING – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the District Council

   Planning came in after the agenda was posted for S/029/01081/19 Grange Farm Yard, Main Road, Carrington PE22 7HZ – Change of use, conversion of and alterations to the existing barn to provide a dwelling.

The members with no interest have no objection to this

ACTION: The clerk to check with Cllr. Paul and send report to planning

8.   FINANCIAL MATTERS – Previously sent to councillors, resolve as correct and authorise payment

a)   Bank statement as of 31/5/2019 - £14,724.33

b)   Cash book as of 31/5/2019 £14,724.33

To resolve 8: a & b as correct

   On proposal from Cllr. T. Hayes seconded by Cllr. Ms. T. Ducker all resolved that the above figures are correct

   On proposal from Cllr. E. Wells seconded by Cllr. Ms. T. Ducker all approved the above payment

9.   HIGHWAYS - www.lincolnshire.gov.uk or 01522 782070 to report highway defects

a)   ‘Gateways’ near beeches lane & Proposed Speed Limits

ACTIONS: Highways will arrange with Cllr. Hayes a site meeting for the gates & if possible, Cllrs. Rundle & Ashton & the clerk will attend, Cllr. Hayes to inform them.

b)   Road closures – roadworks.org

   Cold Harbour Lane will be closed from 8/7 to 10/7 from main road for 150mtrs, this is for essential works by Anglian Water.

c)   Blocked drain – Ref no. 101000255599 Main Rd New Bolingbroke near entrance to land in front of Town Hall & Lancaster House – Reported again

   This has been reported again, their reference number 4126275

10.   LINCOLNSHIRE COUNTY COUNCIL

a)   Fire posters & information

   These posters have been shared

11.   EAST LINDSEY DISTRICT COUNCIL

a)   Streetlight update

b)   Town & County Planning Act 1990

   Planning require councils to opt in to receive planning information via email

ACTION: The clerk will inform the department that the members want to opt in & already receive the plans via email but any very large applications they would prefer via post.

12.   CORRESPONDENCE, EVENTS & PARISH MATTERS

a)   Lapwater Footbridge Replacement

   The clerk received 3 questions from residents about the bridge & received answers from the structures team at LCC

I.   The bridge is safe to use 

II.   They have no plans to reinstate the structure further south

III.   They will widen the bridge by 0.5mtr

b)   Matt Warman’s surgery dates July – Dec 2019

   These have been shared
