MINUTES TAKEN BY THE CLERK AT THE MEETING OF CARRINGTON PARISH COUNCIL, WHICH WILL BE HELD ON TUESDAY 30TH JULY 2019 IN CARRINGTON VILLAGE HALL COMMENCING AT 7.00PM
PRESENT: Cllr. K. Rundle, Cllr. T. Morgan, Cllr. A. Paul, Cllr. J. Hayes, Cllr. Ms T. Ducker, Cllr. E. Wells and the clerk, Mrs V Clark.
Also present: 3 members of the public, District Cllr N. Jones & County/District Cllr T. Ashton
THE CHAIRMAN OPENED THE MEETING AND STARTED WITH THE PUBLIC FORUM:
No questions or statements were made
COUNTY AND DISTRICT COUNCILLORS
Reports were given on LCC and ELDC matters including information on government funding for broadband and winter gritting
PAROCHIAL CHURCH COUNCIL
A Harvest Festival is being planned for New Bolingbroke church, details to be announced
Funds are being raised to sort out a problem tree in the Church Yard of New Bolingbroke
WAR MEMORIAL REPRESENTATIVE
Thanks were given to Beeswax Farming for starting a tidy up in the garden. Further maintenance is needed and will be co-ordinated by Cllrs Hayes & Paul
The representative will look after the planters, the council thanked him.
Future plans will be to create a maintenance free border.
CARRINGTON VILLAGE HALL
The main hall now has a new suspended ceiling and lighting.
NEW BOLINGBROKE TOWN HALL
Apologies were sent from the representative and the clerk read out the report.
Future dates at the hall:
Saturday 5th October Macmillan coffee morning
Tuesday 15th October 1st open meeting to plan the 200th year anniversary celebrations of New Bolingbroke
Saturday 30th November Craft fair, stalls, tombola & cakes
All other coffee mornings are the 1st Saturday of the month from 10am to noon
PARK UNITED
Pre-season training is going well with Park United winning 6-1
36 players have signed for the next season
1st match is at home on Saturday 24th August
THE MEETING STARTED AT: 7.20PM
1. APOLOGIES FOR ABSENCE To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

2. DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
Cllrs. Hayes, Morgan & Ms. Ducker declared an interest in item 7
3. NOTES OF THE PARISH COUNCIL MEETING HELD ON 25th JUNE 2019 To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Cllr. J. Hayes seconded by Cllr. E. Wells all resolved to accept them as a correct record of the meeting and the chairman signed them
4. CO-OPTION To fill vacant seats on the parish council and signing of declarations of acceptance of office
5. A MEMBER TO SIGN THE CODE OF CONDUCT
Cllr. A. Paul signed the members code of conduct and kept a copy
6. CLERKS REPORT ON OUTSTANDING MATTERS
a) Newsletter – Emergency details to be added
The emergency officer will send details to be published
b) Emergency Plan – Review of meeting 22nd July 7pm
The next stages are the emergency officer will update the details received from the clerk, the plan will be sent to the emergency team via drop box, an emergency box will be sent for one on the emergency centres to hold & then a table top exercise will be planned.
c) Defibrillator – Funding update
The balance needed will be made up from council funds & the district council pot
ACTION: The clerk to order a unit from LIVES
7. PLANNING – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the District Council
a) S/029/01081/19 Beeswax Farming Grange Farm Yard, Main Road, Carrington PE22 7HZ Change of use, conversion of and alterations to the existing barn to provide a dwelling.
No decision has been received to date
8. FINANCIAL MATTERS – Previously sent to councillors, resolve as correct and authorise payment
a) Bank statement as of 30/6/2019 - £13,524.33
b) Cash book as of 30/6/2019 - £12,174.33 (unpresented chqs £1,350.00)
To resolve 8:a & b as correct
On proposal from Cllr. E. Wells seconded by Cllr. A. Paul all resolved that the above figures are correct

e) Auditors PKF Littlejohn
The clerk explained how this parish council was mixed up with another parish
9. HIGHWAYS - www.lincolnshire.gov.uk or 01522 782070 to report highway defects
a) ‘Gateways’ near beeches lane & Proposed Speed Limits
Nearer to the end of summer, the Clerk & Cllr. J. Hayes will arrange for a site visit from highways
b) Road closures – roadworks.org
ACTION: The clerk to request a map of the route & diversion details
c) Blocked drain – New ref no. 4126275 Main Rd New Bolingbroke near entrance to land in front of Town Hall & Lancaster House – Reported again

a) Streetlight update
ACTION: The clerk to give details of the lamp on the green at New Bolingbroke & lamp not needed in Carrington next to the Junktion and find out the possibilities of moving it to opposite.
12. CORRESPONDENCE, EVENTS, PARISH & COUNCIL MATTERS
a) Police report – Police.uk
Only one incident for June in New Bolingbroke
b) Future meeting dates
ACTION: All councillors to get back to the clerk regarding future dates by Friday 2nd August
c) Triton Knoll Archaeology
The clerk gave a leaflet from the event for councillors’ information
d) Viking Link
All members were emailed the details & it was put on Face book & the website

f) Information received
Members indicated which information they wished to receive from the clerk, any information effecting the parish the clerk will continue to add it to agenda
g) Local Post Office
The village post office closes on Tuesday 6th August
ACTION: The clerk to find out the possibility of a mobile post office
h) Parish Land, Bins & Safety check
Due to the contractor quitting, a resident has come forward to help with the parish land maintenance
Cllr. E. Wells will put out the bins & conduct weekly safety checks
For H&S reasons the bins will be chained to a post due to them being used to climb on the shelter, Cllrs. Paul & Wells & the clerk have a key for the bins
ACTION: The clerk and Cllr. A. Paul to arrange a site visit
