MINUTES TAKEN BY THE CLERK AT THE MEETING OF CARRINGTON PARISH COUNCIL, WHICH WILL BE HELD ON TUESDAY 24TH SEPTEMBER 2019 IN NEW BOLINGBROKE TOWN HALL COMMENCING AT 7.00PM

PRESENT: Cllr. K. Rundle, Cllr. T. Morgan, Cllr. E. Wells and the clerk, Mrs V Clark.

Also present: 2 members of the public, District Cllr N. Jones & County/District Cllr T. Ashton

THE CHAIRMAN OPENED THE MEETING AND STARTED WITH THE PUBLIC FORUM:

   No questions or statements were made

COUNTY AND DISTRICT COUNCILLORS

   Reports were given on LCC and ELDC matters including information on the new LCC website that will run along side the old one for a while https://pre.lincolnshire.gov.uk - the current site is https://lincolnshire.gov.uk

PAROCHIAL CHURCH COUNCIL

   Apologies were received from the representative

WAR MEMORIAL REPRESENTATIVE

   The clerk has received the poppy wreath for remembrance Sunday

   The Remembrance Day service will start at 2.30pm on Sunday 10th November
 
CARRINGTON VILLAGE HALL

   No report received

NEW BOLINGBROKE TOWN HALL

   Future dates at the hall:

Saturday 5th October Macmillan coffee morning 10am to Noon

Tuesday 15th October 1st open meeting to plan the 200th year anniversary celebrations of New Bolingbroke from 7pm

Saturday 30th November Craft fair, stalls, tombola & cakes 10am to Noon 

All other coffee mornings are the 1st Saturday of the month from 10am to noon

THE MEETING STARTED AT 7.10PM

1.   APOLOGIES FOR ABSENCE To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

   Apologies were received from Cllrs. Paul, Ms. Ducker & Hayes on Proposal from Cllr. T. Morgan seconded by Cllr. E. Wells, all resolved to accept the reasons given.

2.   DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

   Cllr. T. Morgan declared an interest in item 6:a 

3.   NOTES OF THE PARISH COUNCIL MEETING HELD ON 30th JULY 2019 To resolve as a correct record and to authorise the Chairman to sign the official minutes

   On proposal from Cllr. E. Wells seconded by Cllr. T. Morgan all resolved to accept them as a correct record of the meeting and the chairman signed them

4.   CO-OPTION To fill vacant seats on the parish council and signing of declarations of acceptance of office

5.   CLERKS REPORT ON OUTSTANDING MATTERS

a)   Newsletter

   Information is being collated by the clerk
 
b)   Emergency Plan – Update

   A date for the next stage will be arranged

ACTION: The clerk to organise a date 

c)   Defibrillator – Update

   The unit and cabinet should be delivered this week to the chairman’s works

6.   PLANNING – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the District Council

a)   S/029/01081/19 Beeswax Farming Grange Farm Yard, Main Road, Carrington PE22 7HZ Change of use, conversion of and alterations to the existing barn to provide a dwelling

   Full Planning Permission with 8 conditions 

b)   S/029/01318/19 Waterloo Housing Group, Erection of a bungalow and construction of a vehicular access on land adjacent to 22 Occupation Lane, PE22

   Report sent by the clerk

7.   FINANCIAL MATTERS – Previously sent to councillors, resolve as correct and authorise payment

a)   Bank statement as of 30/8/2019 - £11,975.83

b)   Cash book as of 30/6/2019 - £11,975.83

To resolve 7:a & b as correct

   On proposal from Cllr. T. Morgan, seconded by Cllr. E. Wells all resolved that the above figures are correct

c)   Financial Regulations

To resolve to adopt 7:c & all members sign

   All members have received the new NALC financial regulations July 2019, adapted for Carrington Parish Council, on proposal from Cllr. E. Wells, seconded by Cllr. T. Morgan all resolved to adopt them. Those members present signed to say they had read them. 
  
d)   Grant from District Cllr. T Ashton – Application for £200 returned & received by Cllr. Ashton, thanks were given to him

   On proposal from Cllr. T. Morgan, seconded by Cllr. E. Wells all resolved to approve the above payments

f)   Bank signing – Update 

8.   HIGHWAYS - www.lincolnshire.gov.uk or 01522 782070 to report highway defects

a)   ‘Gateways’ near beeches lane & Speed Limits

   The gateways are up and the 50mph signs are in place, thanks were given to Beeswax for funding and arranging the gateways erection.
 
b)   Road closures – roadworks.org

   Road closure and restrictions are due at the Medlam Lane junction north & Main Road south 

c)   Blocked drain – New ref no. 4126275 Main Rd New Bolingbroke near entrance to land in front of Town Hall & Lancaster House – Update

   Work has been completed

9.   LINCOLNSHIRE COUNTY COUNCIL

a)   Lapwater Footbridge – Closure for reconstruction

   The works started earlier than planned, the new footbridge is in place the next stage will to break down the old bridge & then it will be re-opened to the public.

10.   EAST LINDSEY DISTRICT COUNCIL

a)   Streetlight - Update

11.   CORRESPONDENCE, EVENTS, PARISH & COUNCIL MATTERS

a)   Police report – Police.uk

   The clerk read out the latest report that was updated in August and has July issues.

b)   Future meeting dates

   All members have been sent the future dates and they are posted on the website

c)   Matt Warman Surgeries – 11th October - Bennington, 8th November – Stickney & 6th December - Boston

d)   LALC AGM & Conference 15th October & Annual Report

   The members present are unable to attend

ACTION: The clerk will send the date etc. out to all members 

e)   Local Post Office closure

   The clerk received a reply from the post office confirming that there will be a mobile round added & that it will visit New Bolingbroke with further information being sent nearer the time. 
 
f)   Becoming a Town Council

   In line with New Bolingbroke becoming 200 years old the members agreed that becoming a town council would help celebrate this.

ACTION: The clerk to contact ELDC to inform them of the wishes of the council
