MINUTES TAKEN BY THE CLERK AT THE MEETING OF CARRINGTON PARISH COUNCIL, WHICH WAS HELD ON TUESDAY 29TH JANUARY 2019 IN CARRINGTON VILLAGE HALL COMMENCING AT 7.00PM
PRESENT: Cllr. K. Rundle, Cllr. A. Paul, Cllr. T. Morgan, Cllr. Mrs R. Quinnell and the clerk, Mrs V Clark.
Also present: 1 member of the public and County/District Cllr T. Ashton
WELCOME FROM THE CHAIRMAN:
The Chairman spoke about how Mr Fred Hunt would be missed by so many in the local community.
THE CHAIRMAN OPENED THE MEETING AND STARTED WITH THE PUBLIC FORUM:
No questions or statements were made
COUNTY AND DISTRICT COUNCILLORS
Reports were given on LCC and ELDC matters including the Mineral consultation ending on the 4th March, Mr Rob Barlow is the new Chief Executive, those with postal votes will receive documents in the post asking for their signature and anyone renewing their green waste collection, £40 for 21 collections, on line will go into a draw of which 12 households will be randomly drawn and receive a year’s collection free.
PAROCHIAL CHURCH COUNCIL
No report was received
POLICE
Report received and read out. It was noted that vehicles in New Bolingbroke may be parking illegally
ACTION: The clerk to check with the police
WAR MEMORIAL REPRESENTATIVE
Mr Fred Hunt was the parish council’s War Memorial representative and he also received the poppy wreath each year and took it to the Remembrance Sunday service. The members were asked if they knew anyone that would take on this role, Cllr. A. Paul offered to and everyone thanked him.

Cllr. Quinnell told the room she was now the chairman of the hall

2. DECLARATIONS OF INTEREST (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

3. NOTES OF THE PARISH COUNCIL MEETING HELD ON 27th November 2018 -To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Cllr. T. Morgan seconded by Cllr. A. Paul all resolved to accept them as a correct record of the meeting and the chairman signed them
THE MEETING WAS STOPPED AT 7.10PM TO HEAR LCC and ELDC MATTERS AND RESUMMED AT 7.20PM
4. CLERKS REPORT ON OUTSTANDING MATTERS
a) Newsletter - Cost and Design of leaflet
The cost of printing and delivering a 2-sided A4 leaflet for each house hold in Carrington and New Bolingbroke would cost no more than £100, £40 delivery and £60 printing. The contents would include emergency plan and defibrillator information.
On proposal from Cllr. A. Paul seconded by Cllr. Mrs R. Quinnell, all resolved to spend up to £100 on a leaflet
ACTION: The clerk to produce a leaflet and arrange for printing and delivering
ACTION: The clerk to find out more details on installing a defibrillator in the New
Bolingbroke telephone box and available grants
b) Emergency Plan – Date for next stage – Tuesday 19th February 2019
ACTON: The clerk to remind the emergency group of the date and venue
c) Overgrown Land next to house in occupation land – Update
The Housing team at ELDC are waiting for Waterloo housing’s waiting list figures to ascertain the need for one or two homes on the land and it has been reported that trees on the property have been trimmed.
5. PLANNING – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the District Council

6. FINANCIAL MATTERS – Previously sent to councillors, resolve as correct and authorise payment
a) Bank statement as of 31 December 2018 - £10,114.440
b) Cash book as of 21st January 2019 - £9,904.45
On proposal from Cllr. A. Paul seconded by Cllr. Mrs R. Quinnell all resolved that the above figures are correct

On proposal from Cllr. Mrs R. Quinnell seconded by Cllr. T. Morgan all approved the above payments
d) PAYE
It was discussed that the clerks annual wage should be dealt with by Haines Watts in Skegness for a one off set up fee of no more than £100 and annual fee of no more than £100.
On proposal from Cllr. Mrs R. Quinnell seconded by Cllr. A. Paul all resolved to hire Haines Watts for the council’s payroll.
ACTION: The clerk to contact and deal with Haines Watts
7. HIGHWAYS - www.lincolnshire.gov.uk or 01522 782070 to report highway defects
a) Report of site meeting and paperwork for ‘Gateways’ near beeches lane
Highways will grant permission for gateways to be erected before Beeches Lane going north and will send details
b) Speed reading request in Carrington and New Bolingbroke to lead to lower speed limits – Ref: 101000207853
Highways will decrease the speed limit from 60mph to 50mph near Beeches lane
ACTION: The clerk to find out the exact position that the 50mph will start and finish
c) Blocked drain – Ref no. 101000255599 Main Rd New Bolingbroke near the south entrance to land in front of the Town Hall
Highways to check on the progress of this
8. LINCOLNSHIRE COUNTY COUNCIL
a) Road closures
Carrington main road B1183 from 28/1 for 5 weeks for culvert work
Occupation Lane 19/2 Anglian Water
Medlam Lane 4/3 – 13/3 Western Power
ACTION: The clerk to find out which end of Medlam Lane
9. EAST LINDSEY DISTRICT COUNCIL
a) Street light update
The clerk is in touch with the correct department and has asked that pole 3 outside the Globe be fixed while waiting for the new LED fitting and has also found out that pole 6 is outside the Crescent and not the Town Hall which is not listed by ELDC but they have asked LCC of the councils’ behalf.
ACTON: The clerk to look at records from approximately 20 years ago to find out more about the lamp.
10. CORRESPONDENCE, EVENTS and PARISH MATTERS
a) Precept applied for
After the budget meeting in November the clerk applied to ELDC for the 2019/2020 precept and has received confirmation of receipt
b) Matt Warman Surgery Dates
ACTION: The clerk to ask for more copies, scan and email to all members and advertise
c) Tradesman insurance and Parish Land
New insurance details received and information of wheel marks on land behind the Town Hall and the path leading to it
ACTION: Councillors will look for any vehicles on the land
Land registry search needed for land in front and behind the Town Hall and play area land at a cost of approximately £30 for each part
On proposal from Cllr. A. Paul seconded by Cllr. T. Morgan all resolved that the searches should be made to confirm ownership.
ACTION: Cllr. A. Paul will try to find out about the land behind the Town Hall
ACTION: The clerk to make the searches of either 2 or 3 areas after hearing from Cllr. Paul
