Unapproved Minutes 30 June 2026

Minutes taken by the Town Clerk, Mrs Deborah Money, at the Meeting of Carrington and New Bolingbroke Town Council, held on Tuesday, 30 June 2026, in Carrington Village Hall.

 

Present: Councillors, Eric Wells (Mayor/Chairman), Richard Wiggall (Vice Mayor/Vice Chairman), Ken Rundle, Andy Paul and the Clerk Deborah Money.

Also present: District Councillor Jones.

 

Public forum: No Members of the public were present.

 

County Councillor Matthews: Sent his apologies

District Councillor Jones: Arrived at 19:17 and gave his report after item 4.

District Councillor Ashton: Not present.

 

The meeting was opened at: 19:15

 

1. Mayor’s welcome

Councillor Wells welcomed everyone to the meeting.

 

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

No apologies received from Councillor Forward.

Councillor Morgan gave his apologies.  On proposal from Councillor Wiggall seconded by Councillor Paul and with no objections, it was agreed to accept his apologies.

 

3. Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.

None received.

 

4. Notes of the Town Council meeting held on 26 May 2026:

To resolve as a correct record and authorise the Mayor to sign the official minutes.

On a proposal from Councillor Rundle, seconded by Councillor Wiggall, and with no objections, it was resolved to accept the minutes as a correct record, and the Mayor was authorised to sign them.

 

District Councillor Jones Reported:

New food waste caddies has commenced across the district. Residents should begin receiving them over the coming weeks as part of the rollout of the food waste collection service, which will be weekly.

Elections are expected to take place in 2027; however, the specific purpose of these elections has not yet been confirmed. Further information will be provided once formal guidance is issued by the district council.

 

Several grant schemes are currently open for applications, including the Vital and Viable Grant. Parish councils and community groups are encouraged to review eligibility criteria to determine whether any ongoing or planned projects may qualify.

 

Councillor Jones left the meeting at 19:25

 

5. Financial matters: To resolve as correct and authorise payments, all paperwork was sent prior to the meeting to Councillors Wells and Wiggall for prior authorisation this was then emailed to all Councillors.

a) Bank balance: 30 June 2026 £19337.63

b) To receive the cash book and bank reconciliation June 2026

On proposal from Councillor Wiggall seconded by Councillor Paul and with no

objections, all resolved to approve the payments.

d) To receive Receipts

Grant East Lindsey District Council £1300.00 for The Green New Bolingbroke

e) Bank Mandate Update, Councillor Wells now also has access to Lloyds Bank, and Councillor Wiggall will finish off his application.

f) To give the clerk delegated powers to pay any invoices in July, with permission from Chairman and Vice-Chairman.

g) On proposal from Councillor Wiggall seconded by Councillor Paul and with no

h) objections, all resolved to approve the payments.

 

 

6. Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council, including any received between the date of this notice and the day of the meeting.

No current planning received.

 

7. FixMyStreet and Highways Lincolnshire County Council and East Lindsey

The Clerk reported that County Councillor Matthews has been notified regarding the issue at Agincourt, Medlam Lane; no reply has yet been received. A response has been posted on FixMyStreet advising that the location is included within a larger scale improvement scheme, and therefore the specific job cannot be scheduled at this time.  The Clerk will forward this reply to Councillor Matthews.

 

8. Clerk’s reports, outstanding matters and new matters

a) The Green – The fencing around The Green has now been completed. The remaining balance of £82 has been transferred into the earmarked reserve for The Green. The Clerk has contacted Dysons, who have confirmed they will address the hard course surface within the next few weeks.

b) Grounds Maintenance Darrens Groundcare and Maintenance has resigned from providing services to the Parish Council. The Clerk has contacted AGS 

c) Groundcare, who currently charge £25–£30 per hour, depending on the equipment required. They provide services to other parish councils in the area. It was agreed to request that AGS Groundcare tidy the bus shelter at the top of Medlam Lane and cut the bush down fully. Councillor Rundle will inspect the white gate near the Royal Oak public house, and Councillor Wells will inspect the noticeboard at New Bolingboke.

d) Telephone Kiosk / Micro Museum As Councillor Morgan was unable to attend the meeting, the Clerk will email him for an update. The Clerk will also contact Darrens Groundcare and Maintenance to retrieve the leftover paint.

e) Village Sign – South End Councillor Wells has retrieved the village sign that had been knocked down and has reported the issue on FixMyStreet for Highways to repair the pole.

f) “No Dog Poo” Signs The Clerk has sourced suitable signs, and the Council agreed to purchase six signs at a cost of approximately £51.

g) Debit Card Policy The Debit Card Policy was circulated to councillors prior to the meeting. On a proposal by Councillor Paul, seconded by Councillor Wiggall, and with no objections, it was resolved to approve the policy and authorise the Clerk to proceed with the purchase.

 

9. Information, reports and correspondence 

a) Lloyds Tour of Britain - As the full route details were not available prior to the meeting, it was decided not to purchase bunting at this time.

b) Minerals and Waste There were no comments from the Council.

c) Lincs Woods – Orchard Trees the Clerk will reply to express the Council’s interest in receiving the free orchard trees.

11. Resolution to close the meeting:  To resolve on whether the Council will move into closed session to consider the following confidential staffing and legal matters in accordance with the Public Bodies (Admission to Meetings) Act 1960.  (Should this resolution be passed the public and press will be required to leave the meeting at this stage).

 

12. Clerk Annual Review

It was agreed to move the Clerk to payscale SCP 29. This was proposed by Cllr Paul, seconded by Cllr Wiggall, and with no objections it was resolved to approve the change.
