Unapproved Minutes 31 March 2026

Minutes taken by the Town Clerk, Mrs Deborah Money, at the Meeting of Carrington and New Bolingbroke Town Council, held on Tuesday, 31 March 2026, in New Bolingbroke Town Hall,

 

Present: Councillors, Eric Wells (Mayor/Chairman), Richard Wiggall (Vice Mayor/Vice Chairman), Mike Forward, Ken Rundle, Andy Paul and the Clerk Deborah Money.

Also present: District Councillor’s Tom Ashton, Neil Jones and County Councillor Sean Matthews.

 

Public forum: One Member of the public present.

A member of the public requested that the Council consider making a donation towards events being organised to celebrate Carrington Village Hall’s 65th Anniversary.  Council were also advised of English Heritage’s visit this summer to view the Micro Museum in the telephone box.

 

County Councillor Matthews: Advised the Council that Lincolnshire County Council will be offering grants in the new financial year. He also reported on current county priorities, including pothole repair work and the increase in funding for Children’s Services.

 

District Councillor Jones: Reported on the introduction of food waste collections and the forthcoming £400 fines for placing incorrect items in household bins. He also advised that event managers will be available to support local events. Current grant opportunities were highlighted, including Warm Homes grants and District Councillor community grants.

 

District Councillor Ashton: The Parish Council was advised of ongoing work relating to caravan licensing reform, with a focus on preventing unauthorised year round occupancy where sites are licensed solely for holiday use.

1. Mayor’s welcome

Councillor Wells welcomed everyone to the meeting.

 

2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.

Apologies received from Cllr Morgan.

 

3. Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.

4. Notes of the Town Council meeting held on 27 January 2026:

To resolve as a correct record and authorise the Mayor to sign the official minutes.

On a proposal from Councillor Forward, seconded by Councillor Wiggall, and with no objections, it was resolved to accept the minutes as a correct record, and the Mayor was authorised to sign them.

 

5. Financial matters: To resolve as correct and authorise payments.

a) Bank balance: 31 March 2026 £16391.92

b) To receive the cash book and bank reconciliation for 31 March 2026, the Cash Book and Bank Reconciliation for 31 March 2026 had been circulated prior to the meeting and were agreed.

National Grid £8.76

e) Debit Card, bank forms were signed and the Clerk will forward them to Lloyds Bank.

f) Bank Mandate, it was agreed to update the current banking mandate.

g) Scribe Payment Mandate £24 a month, was agreed.

h) Scribe councillor access, the Clerk will add all of the councillors to Scribe as read only.

i) Review Asset Register the Asset Register was reviewed, and updated. The Clerk will contact the insurance company to ensure that all items are fully covered.  Councillor Rundle donated the bench at The Green, and the safe.

 

 

j) Review of Reserve Funds the Reserve Funds were reviewed and adjusted for the 2026–27 financial year. The updated figures will be entered into Scribe.

k) Grass Cutting Contract An increase of approximately 3% to £75.75 per cut for 2026–27 was agreed.

6. Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council, including any received between the date of this notice and the day of the meeting.

7. FixMyStreet and Highways Lincolnshire County Council and East Lindsey

One issue outstanding and Cllr Wells will add to fix my street.

 

 

8. Clerk’s reports, outstanding matters and new matters

a) To discuss jobs that need completing for Darrens Groundcare and Maintenance.

No new jobs required.

All policies were sent to councillors before the meeting.  On proposal of Councillor Paul and seconded by Councillor Forward it was agreed to adopt 8c,8d,8e,8f,8g, and 8h,

 

9. Information, reports and correspondence 

a) The Green Fencing

b) It was agreed to proceed with the quote for 15–16 round posts, to be concreted in at approximately 2 metre intervals and fitted with small red reflectors, at a total cost of £1,218. The Clerk will contact the contractor to arrange the work and will also submit an application to the District Councillors for a £1,300 grant to support the project.

c) Disclaimer Signs Update

Due to delay with fixing the signs Councillor Wells has kindly offered to put the signs up around the green.

d) Telephone Kiosk/Micro museum of the area: To receive updates.

No further update on the phone box due to the weather.  It was agreed that the Clerk would contact Darren Kingdom advising of the imminent urgency of this job being completed.
