Minutes taken by the Town Clerk, Mrs Deborah Money, at the Meeting of Carrington and New Bolingbroke Town Council, held on Tuesday, 27 January 2026, in New Bolingbroke Town Hall,
Present: Councillors, Eric Wells (Mayor/Chairman), Richard Wiggall (Vice Mayor/Vice Chairman), Mike Forward, Tim Morgan, Andy Paul and the Clerk Deborah Money.
Also present: District Councillor’s Tom Ashton and County Councillor Sean Matthew.
Public forum:
County Councillor Sean Matthews provided an update on the ongoing local government changes. He also reported on current highways matters, including concerns about the footpaths to the northern end of New Bolingbroke, which he will take back to the Highways team. He confirmed that the introduction of the 30mph speed limit in New Bolingbroke is now progressing. In addition, he noted that the new food caddy system is being introduced, with the new bins due to arrive soon. Councillor Morgan forwarded a concern from a member of the public, which has been submitted on FixMyStreet. The issue relates to rainwater ponding at the edge of the road, approximately 2m from the resident’s rendered and painted property wall. Vehicles unavoidably drive through the standing water, causing splashing and resulting in unsightly damage to the wall. This matter was originally reported in 2014.
1919 District Councillor Tom Ashton arrived.
District Councillor Tom Ashton provided an update on the drainage board. He also advised that he had £200 remaining in his community grants budget. District Councillor Neil Jones had no remaining funds for the current year, but further community grant funding will be available in the next financial year.

1. Mayor’s welcome
Cllr. Wells welcomed everyone to the meeting.
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
No Apologies were received from Cllr Rundle.

3. Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.
None received.
4. Notes of the Town Council meeting held on 28 October 2025:
To resolve as a correct record and authorise the Mayor to sign the official minutes.
On a proposal from Councillor Forward, seconded by Councillor Morgan, and with no objections, it was resolved to accept the minutes as a correct record, and the Chairman was authorised to sign them.
5. Financial matters: To resolve as correct and authorise payments.

g) To receive 2026-27 budget and precept request
All members had received the advised budget and precept amount from the Clerk, and after discussion it was agreed that the advised budget and a precept request of £11,000 would be submitted. On a proposal from Councillor Paul and seconded by Councillor Morgan, and with no objections, it was resolved to approve items 5a, 5b, 5c, 5d, 5e, 5f and 5g, along with the payment schedule. The only exception to the payment schedule was the Annual LALC Training budget, which the Council agreed to fund as required. All required documents will be added to the website.
6. Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council, including any received between the date of this notice and the day of the meeting.

8. Clerk’s reports, outstanding matters and new matters
a) To discuss jobs that need completing for Darrens Groundcare and Maintenance.
The Clerk will remind contractor to put the signs in place, if this is not completed by our next meeting it was agreed to request quotes elsewhere.
b) Next Cloud Email Addresses
All councillors present confirmed their email accounts are now all set up. As some councillors can only receive on stackmail, the Clerk has typed up simple steps for putting them onto Gmail and Outlook and will share these via email.
c) Review Scribe Accountancy Quote.
£199 plus VAT setup and then £24 plus VAT a month. Scribe were unable to reduce the fees for this; however the Clerk has managed to agree a month for free while she sets the account up.
d) Haines Watts Payroll for 2026-2027
A payment request of £150 was received to set up payroll for 2026/27. Clerk offered to complete payroll next year with an increase of 2 hours and 30 minutes a week. On a proposal from Councillor Wiggall, seconded by Councillor Forward, and with no objections, Clerk to adjust her hours accordingly, from April 2026.
e) Internal Audit Report
The internal audit report was read and all required actions have already been completed.
f) Risk Assessment Policy
On a proposal from Councillor Wiggall, seconded by Councillor Forward, and with no objections, all resolved to adopt the policy.
g) Audio Recording Policy
On a proposal from Councillor Wiggall, seconded by Councillor Forward, and with no objections, all resolved to adopt the policy.
9. Information, reports and correspondence
a) New Bolingbroke – B1183 main road
30mph speed limit confirmed. Once implemented, council will review costs of reactive speed signs, the Clerk to apply for a grant to help with the funding.
b) Entrance and exit to the Green being blocked by cars. A letter was sent to residents regarding obstructive parking. East Lindsey District Council were also informed of the vehicle details; an enforcement notice was placed on the car, which residents later removed.
c) Quotes for fencing at The Green.
A contractor requested a site visit. The Clerk will arrange a visit with Councillor Wells before the March meeting.
d) Telephone Kiosk/Micro Museum of the area: To receive updates.
No further progress due to poor weather conditions.
e) Town Hall – Liability for The Green
The Clerk reported that the Town Hall insurance policy does not specifically cover parking on the Town Council’s section of The Green during events. Following clarification sought from the Council’s insurance provider, it was confirmed that any land owned by the Council is automatically included under the Council’s Public Liability cover, provided that appropriate risk assessments are undertaken and reasonable measures are taken to mitigate risk. The insurer advised that, where injury or damage is caused by the condition of the land and the Council is found legally liable or negligent, such incidents would be covered under the Public Liability policy. However, the insurer further confirmed that the policy does not cover the direct actions of third parties. Consequently, vehicle-to-vehicle collisions or other driving-related incidents occurring on The Green would not be covered, as the Council would not be negligent for causing such accidents. Parish Councillors noted the clarification,
f) Request for further funds for the feeding of the swans.
Councillors agreed that without a formal written request, no further funds can be allocated under town council powers. The Clerk will suggest approaching the Town Hall fundraising committee and the National Lottery for grant support.
