Unapproved Minutes 26 April 2026

Minutes taken by the Town Clerk, Mrs Deborah Money, at the Meeting of Carrington and New Bolingbroke Town Council, held on Tuesday, 28 April 2026, in New Bolingbroke Town Hall,

Present: Councillors, Eric Wells (Mayor/Chairman), Richard Wiggall (Vice Mayor/Vice Chairman), Mike Forward, Ken Rundle, Tim Morgan and the Clerk Deborah Money.
Also present: District Councillor’s Tom Ashton

Public forum: No Members of the public were present.

County Councillor Matthews: Sent his apologies
District Councillor Jones: Not present
District Councillor Ashton: Arrived at 1905 after the meeting had begun

The meeting was opened at: 1900

1.    Mayor’s welcome
Councillor Wells welcomed everyone to the meeting.

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
Cllr Paul gave his apologies.  On proposal from Councillor Morgan seconded by Councillor Wiggall and with no objections, it was agreed to accept his apologies.

3.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.
None received.

4.    Notes of the Town Council meeting held on 31 March 2026:
To resolve as a correct record and authorise the Mayor to sign the official minutes.
On a proposal from Councillor Forward, seconded by Councillor Wiggall, and with no objections, it was resolved to accept the minutes as a correct record, and the Mayor was authorised to sign them.

5.    Financial matters: To resolve as correct and authorise payments.
a)    Bank balance: 28 April 2026 £21,136.65
b)    To receive the cash book and bank reconciliation 28 April 2026, this was sent via email before the meeting and on agreement was signed by Cllr Forward

On proposal from Councillor Forward seconded by Councillor Wiggall and with no
objections, all resolved to approve the payments.

Precept £5500
e)    Debit Card Update, the Clerk emailed the paperwork to the bank, but they are requesting more signatures.  This was signed at the meeting.
f)    Bank Mandate currently being updated.
g)    Scribe councillor access, the Clerk has set up access for all councillors, so that they can review 
h)    To discuss and approve Direct Debit Payments for 2026-2027
Lloyds Bank – Service Charge £4.25
HMRC – Income Tax and NIC.
ICO – GDPR Insurance
Scribe – Accounts £24.00 plus VAT = £28.80
i)    Review and agree a grant application received from Carrington Village Hall
j)    Zurich Insurance Renewal 01 June 2026 £363 all details were sent prior to meeting and was checked and discussed with not objection it was agreed to renew the policy.

Cllr Ashton gave his report – Reminding us of the grants, the drainage board rates and that dogs are not permitted on some of the surrounding beaches from 1 May-30 September.

6.    Annual Governance and Accountability Return (AGAR)
a)    To approve AGAR Certificate of Excemption
b)    To discuss Internal Audit report
The internal audit letter to the Mayor was also read out at the meeting
c)    To discuss and approve the Annual Governance Statement 
d)    To discuss and approve the Annual Accounting Statement
e)    To approve the end of year bank reconciliation
f)    Analysis of Variances Form
g)    Notice of Public Rights 3 June – 14 July 2026
All members had received the AGAR documents in advance and each item was duly discussed. On a proposal by Councillor Forward, seconded by Councillor Wiggall, and with no objections, it was resolved to approve all items. The Chairman and Clerk signed the relevant forms.

7.    Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council, including any received between the date of this notice and the day of the meeting.
Application reference 00433/26/LBA has been received and is now being considered. Your observations are requested no later than 14th May 2026.
Listed Building Consent - Erection of a detached garage and demolition of existing garage.  Winchester House The Crescent New Bolingbroke PE22 7JY

Application reference 00432/26/FUL has been received and is now being considered. Your observations are requested no later than 14th May 2026.

Objection to Planning Application 00688/26/FUL to Eastern Green Link 4 (EGL4) and
Objection to Eastern Green Link 3 (EGL3) the Clerk will reply to the email.

8.    FixMyStreet and Highways Lincolnshire County Council and East Lindsey
Previously reported potholes have now been repaired. Cllr Wiggall will locate the details of an earlier issue submitted via FixMyStreet, and the Clerk will forward this information to County Councillor Matthews.

9.    Clerk’s reports, outstanding matters and new matters
a)    To discuss jobs that need completing for Darrens Groundcare and Maintenance.

10.    Information, reports and correspondence 
a)    The Green Fencing
The Clerk confirmed with Terra Firma that the quoted price includes topsoil and grass seeding. A provisional start date of 18 May 2026 has been provided.
b)    Disclaimer Signs Update A number of the disclaimer signs have now been installed. It was agreed that this item will be removed from the next agenda.
c)    Telephone Kiosk/Micro museum of the area: No updates had been received at the time of the meeting.
