Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Carrington Parish Council, held on Tuesday 29 November 2022, commencing at 7pm in New Bolingbroke Town Hall 

Present: Councillors Ken Rundle (Chairman), Eric Wells (Vice Chairman), and Tim Morgan
Also present: The Clerk and 2 members of the public

The members of the public did not wish to speak

Outside bodies
No reports received

Meeting started at: 7:22pm

1.    Chairman’s remarks
Councillor Rundle thanked everyone for coming to the meeting

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies with reasons were given to the Clerk from Councillors, Jim Hayes and Tracie Ducker and apologies with reasons were given at the last meeting by Councillor Andy Paul.
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to accept the reasons given

3.    Co-option: To co-opt possible members and witness the signing of the acceptance of office 
The Clerk has emailed the interested party asking if the last Tuesday of the month would be generally free for them. To date there has not been a reply.
This will be put as an agenda item for the next meeting

4.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
None received 

5.    Notes of the Parish Council meeting held on 25 October 2022: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to accept the notes of 25 October 2022 as a correct record of the meeting, and gave permission for the Chairman to sign them

6.    Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments
a)    Bank statement 31 October 2022 £25,370.02
b)    Discuss and resolve budget and precept request
The Clerk had previously sent to all members a suggested budget and precept request for 2023/2024
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to approve the suggested budget amounts and precept request of £10,000 the same as 2022/2023 
c)    Payments
i.    Mrs V Clark: 6 x Clean up after signs £54.27
Late Payment request:
ii.    RBL Poppy Appeal £30 which includes a donation 
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to approve the above payments.

7.    Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. To include those received from the date of this notice and the day of the meeting
No planning applications received to date

8.    FixMyStreet, Lincolnshire County Council and East Lindsey
a)    Foot lamp missing due to accident – ELC-2125006 – 4160206

b)    Resurfacing of footpaths
Not on works schedule yet 

9.    Clerk’s reports, outstanding matters and new matters
a)    Bollard & Sign for track from Village green to play area – To be completed
The signs will be erected but at the moment not the bollard 
b)    Village Gates and sign for New Bolingbroke – Update, discussion and resolution
The Clerk to ask Councillor Hayes who he used for the gates at Carrington
c)    Telephone box: Owned by London Hearts – Update
It is the charity Community Heart Beat that owns the kiosk, they would be happy to transfer Ownership to the Parish Council for £25 plus VAT, all proceeds going into the charity and they would supply for free the red and gold paint.
Councillor Morgan will check the electric supply to the light
Councillor and Mrs Wells offered to buy the Kiosk and donate it to the Parish Council for the community. 

A function for the kiosk to be discussed at a future meeting and with consultation with residents.
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to go ahead with the purchase after hearing from Councillor Morgan.
   
10.    Information and reports
a)    To receive prices for a new notice board and position in Carrington
Members of the Village Hall Committee will arrange to meet with Members of the Council to discuss a possible position for a board.
b)    Discuss and resolve parking signs for Parish Land
This will be an agenda item for the next meeting
c)    Becoming a Town Council: To discuss and resolve new information
Lincolnshire Association of Local Councils had informed the Clerk, that becoming a town council could not happen as Carrington is with New Bolingbroke however District Councillor Tom Ashton advised that this is one Civil Parish and the Council could resolve to change the name/style of the Council.
On proposal from Councillor Morgan, seconded by Councillor Wells and with no objections, all resolved to change the name of the Parish to Carrington and New Bolingbroke under the Local Government Act 1972 section 75 
It was also resolved to adopt the alternative style of a “Town Council” with the Chairman adopting the style of “Town Mayor” of Carrington and New Bolingbroke under Section 12A of the Local Government Act 1972
The Clerk will make the request to the Monitoring officer at East Lindsey District Council to change the name/style to “Carrington and New Bolingbroke Town Council”
