Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Carrington Parish Council, held on Tuesday 25 October 2022, commencing at 7pm in Carrington Village Hall

Present: Councillors Ken Rundle (Chairman) Eric Wells (Vice Chairman), Tim Morgan and Andy Paul 
Also present: The Clerk and 1 member of public

No reports received

Meeting started at: 7:00pm

1.    Chairman’s remarks
Councillor Rundle thanked everyone for attending the meeting

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies with reasons were given to the Clerk from Councillors, Jim Hayes and Tracie Ducker
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to accept the reasons given

3.    Co-option: To co-opt possible members and witness the signing of the acceptance of office 
This will be put as an agenda item for the next meeting

4.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
None received

5.    Notes of the Parish Council meeting held on 26 July 2022: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Morgan, seconded by Councillor Paul and with no objections, all resolved to accept the notes of 26 July 2022 as a correct record of the meeting, and gave permission for the Chairman to sign them

6.    Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments
a)    Bank statement 30 September 2022 £25,370.02 

7.    Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. To include those received from the date of this notice and the day on the meeting

8.    FixMyStreet, Lincolnshire County Council and East Lindsey
a)    Foot lamp missing due to accident – ELC-2125006 – 4160206
b)    Resurfacing of footpaths 

9.    Clerk’s reports, outstanding matters and new matters
a)    Bollard & Sign for track from Village green to play area – To discuss and resolve
      These will be erected at the entrance to the play area at Occupation Lane and near the track on the green
b)    Village Gates and sign for New Bolingbroke – Update, discussion and resolution
      This to be on the next agenda
c)    Owners cleaning up after their dog signs: To receive a report of prices of signs and resolve which one to purchase and the quantity
      It was resolved to purchase six of the middle picture, on the report and erect them in the Play area, on the green near the bench and behind The Crescent  
d)    War memorial Gardens: To discuss work needed and companies to approach
      It was agreed that this would be better left until early 2023 and Councillor Paul offered to tidy the area up before the Annual Remembrance Service Sunday
 
10.    Information and reports
a)    Notice boards: Positioning of new and discussion for old boards
      It was agreed to contact the Village Hall to discuss fixing a board on the wall of the Hall and if agreed to find prices from 3 sources for a new board.
b)    Lincs reservoir project: To discuss any comments for consultation
      It was agreed that this is necessary for the area
c)    Telephone box: Owned by London Hearts – Update 
      Inform BT of the broken glass and general disrepair
