Minutes taken by the Town Clerk, Mrs Victoria Clark, at the meeting of Carrington and New Bolingbroke Town Council, which was held on Tuesday 27 June 2023, in Carrington Village Hall

Present: Councillors Ken Rundle (Town Mayor), Eric Wells (Deputy Town Mayor), Tim Morgan, Andy Paul and the Clerk
Also present: East Lindsey District Councillor (ELDC) Neil Jones and 5 members of the public, Councillor Tom Ashton, Lincolnshire County Councillor (LCC) and ELDC arrived after the meeting had started and gave his report at the end of the meeting

Public forum for a maximum of 10 minutes when members of the public may ask questions or make short statements to the council
The Mayor invited those attending to speak, no questions or statements were made

A maximum further 10 Minutes will be set aside for the meeting to receive reports from Lincolnshire Police, elected Members of Lincolnshire County Council (LCC), East Lindsey District Council (ELDC) and other outside bodies.
Councillor Jones reported that both he and Councillor Ashton still have grant money available
ELDC are running a warm homes scheme for homes that are not heated or insulated, applicants should speak with their Parish/Town Council in the first instance 
Councillor Ashton informed those attending that if LCC have an underspend the monies would go into the highways fund. LCC have planning applications for large Solar Farms that the secretary of state will determine, these are not in the South/East of the county.

1.    Mayor’s welcome
The Mayor welcomed everyone for coming

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies with reasons were given to the Clerk from Councillor Oliver Reay, on proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to accept the reasons given

3.    To receive the Declaration of acceptance of office from Members of the council not having previously signed and to be witnessed by the Proper Officer 
Councillor Oliver Reay still needs to sign this 

4.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
Councillor Morgan declared an interest in item 7a 

5.    Notes of the Parish Council meeting held on 23 May 2023
To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to accept the minutes as a correct record and the Mayor signed them

6.    Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments
a)    Bank balance as of 31 May 2023 £28,478.22
Bank statement previously sent to all members
b)    V Clark Reimbursements £23.94  
On proposal from Councillor Paul, seconded by Councillor Morgan and with no objections, all resolved to approve the payment and the payment schedule was signed
        
7.    Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. To include those received from the date of this notice and the day on the meeting
a)    S/029/01208/23: Erection of a bungalow, The Paddock, Main Road, New Bolingbroke, PE22 7LN
The application was discussed and it was agreed that as the proposed property did not look over the neighbouring home to the south that there were no objections

8.    FixMyStreet, Lincolnshire County Council and East Lindsey
a)    Damaged Foot lamp and new column 
The broken column is still in situ and the new lamp is not yet working 
b)    Resurfacing of footpaths 
This has been requested with the help of Councillor Ashton for some years now but has never been put on a work programme
c)    Reducing the 60mph speed limit to connect both 50mph and reduction through New Bolingbroke
No update on this matter

9.    Clerk’s reports, outstanding matters and new matters
a)    Village Gates and sign for New Bolingbroke: To receive any updates
The council were sent a photo of the sign for New Bolingbroke, compliments were given and a letter of thanks to the 200-year committee would be sent and also put on the notice board.
b)    Official email addresses for Councillors and Council: Update from Councillors
There has been a couple of issues but these may be teething problems
c)    Telephone Kiosk: To discuss insurance options, public liability only or to include reinstatement 
The clerk to find out the cost of replacement 
d)    Telephone Kiosk: Usage as a micro museum of the area. To receive updates 
The Clerk to contact the history society
e)    Footpath clearance: Hire of wheelbarrow and skip or to receive other suggestions 
It was discussed that the 2 weekends in September would be a good time to clear from Occupation Lane to past the Church.
Weekends once confirmed would be shared with residents 
f)    Ownership of The Green: To receive any information and discuss actions
The council intends to pursue this issue as the council holds documents of ownership dated from the late 1960s and early 1970s 
g)    Letter to the Town Hall Committee regarding parking 
A reply was received however this did not include ways in which the committee could help with the issue

10.    Information, reports and correspondence 
a)    Sibsey Lancaster Memorial Trust: Invite to Annual Service 24 September 2pm
This would be shared on social media nearer the date
b)    LALC 50th AGM via Zoom, 29 June at 7pm 
All members had received the emails relating to this meeting
c)    Association of Drainage Authorities (ADA) - Flood & Water Live 2023 - 5th & 6th July 2023 Beeswax Carrington
Information has been shared regarding this

No Meeting in August
Tuesday 29 August in Carrington Village Hall 7pm
