Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Carrington Parish Council, held on Tuesday 31 January 2023, commencing at 7pm in Carrington Village Hall.

Present: Councillors Ken Rundle (Chairman) Eric Wells (Vice Chairman) and Tim Morgan and the Clerk
Also present: 1 member of the public, District Councillor Neil Jones, County/District Councillor Tom Ashton and Mr Oliver Reay (Co-opted member)

Public forum:
The member of the public did not wish to speak

Outside bodies
Councillors Jones and Ashton informed the council of County and District matters

Meeting started at: 7:10pm

1.    Chairman’s remarks
Councillor Rundle welcomed everyone

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies with reasons were given to the Clerk from Councillors, Jim Hayes and Tracie Ducker and Andy Paul.
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to accept the reasons given
3.    Co-option: To co-opt possible members and witness the signing of the acceptance of office 
The Council Members had received a letter from Mr Raey explaining his reason for wanting to join the Council. Member and Mr Reay had no questions.
On proposal from Cllr. T Morgan seconded by Cllr. Wells all resolved to co-opt Mr Oliver Raey onto Carrington Parish Council; He was invited to join the other members at the table. 
Mrs V Clark as Proper Officer of the Council witnessed and countersigned the new councillor signing the formal declaration of acceptance of office.

4.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
None Received

5.    Notes of the Parish Council meeting held on 29 November 2022: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Morgan, seconded by Councillor Wells and with no objections, all resolved to accept the notes of 29 November 2022 as a correct record of the meeting, and gave permission for the Chairman to sign them

6.    Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments
a)    Bank statement 31 December 2022 £25,315.75

b)    Discuss & resolve LALC 2023/2024 Website Maintenance, Training and Subscription
On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to renew the three memberships above and to approve the Clerk paying them in early April 2023 
 
c)    Payments
i.    Mrs V Clark: Annual Clerks Costs £3,147.30
ii.    TA Blackamore Annual grounds maintenance £TBA
On proposal from Councillor Morgan, seconded by Councillor Wells and with no objections, all resolved to approve the above payments, with the condition that item three is within the budgeted amount.

7.    Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. To include those received from the date of this notice and the day of the meeting
None received

8.    FixMyStreet, Lincolnshire County Council and East Lindsey
a)    Foot lamp missing due to accident – ELC-2125006 – 4160206
Property Department will chase this 
b)    Resurfacing of footpaths 

9.    Clerk’s reports, outstanding matters and new matters
a)    Village Gates and sign for New Bolingbroke – Update
b)    Telephone box: Owned by London Hearts – Update
c)    To adopt the NALC civility and respect pledge

a)    To receive prices for a new notice board and position in Carrington
b)    Discuss and resolve parking signs for Parish Land
