Carrington and New Bolingbroke Town Council 

Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Carrington and New Bolingbroke Town Council, held on Tuesday 28 March 2023, in New Bolingbroke Town Hall 

Present: Councillors Ken Rundle (Town Mayor) Eric Wells (Deputy Town Mayor) and Tim Morgan, Andy Paul, Oliver Raye, Tim Morgan (arrived during the public forum) and the Town Clerk
Also present: 10 members of the public, District Councillor Neil Jones, County/District Councillor Tom Ashton.

Public forum:
One member of the public acted as spokes person for the Town Hall: The committee wanted to know if the Council could help regarding parking for the Halls Markets, several suggestions were made. The Mayor suggested that residents and council come back with ideas at the Annual Parish Meeting in May (Date to be confirmed at the April meeting).
The Clerk was asked about the ownership of land around the Town Hall, the Clerk will send a map.

Outside bodies
Councillors Jones and Ashton informed the Council of County and District matters including information on areas becoming a conservation area.
Councillor Ashton will confirm if a speaker would be available at the Annual Parish Meeting. 

Meeting started at: 7:10pm
1.    Chairman’s remarks
The Mayor welcomed everyone to the inaugural meeting of Carrington and New Bolingbroke Town Council.
He also commented on Ms Ducker leaving the council and hoped that she would consider being co-opted if her situation changes.

2.    Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies with reasons were given to the Clerk from Councillor Jim Hayes.
On proposal from Councillor Morgan, seconded by Councillor Wells and with no objections, all resolved to accept the reasons given

3.    Co-option: To co-opt possible members and witness the signing of the acceptance of office 
No applications had been received     

4.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
Councillor Morgan declared an interest in item10a

5.    Notes of the Parish Council meeting held on 31 January 2023: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Wells, seconded by Councillor Raye and with no objections, all resolved to accept the notes of 31 January 2023 as a correct record of the meeting, and gave permission for the Mayor to sign them

6.    Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments
a)    Bank statement 28 February 2023 £21,868.45
b)    Payments (Paid)
i.    TA Blackamore - Grounds maintenance £1560.00 Incl. VAT 
ii.    Community Heartbeat Solutions – Telephone Box Transfer Fee £30 incl. VAT 
Councillor and Mrs Wells were thanked for donating the £30 transfer fee to the council
The Clerk had ordered the paint which was being donated from Dacrylate Paints. Councillor Paul asked if there was a specific colour that was associated with the coronation of King Charles the III. The Clerk would find out.
iii.    Late in: Haines Watts for annual payroll submission £54.00
On proposal from Councillor Paul, seconded by Councillor Morgan and with no objections, all resolved to approve the above payments.
c)    Payments received
i.    National Grid Electricity Distribution: Wayleave £8.76

7.    Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. To include those received from the date of this notice and the day of the meeting
None received

8.    FixMyStreet, Lincolnshire County Council and East Lindsey
a)    Foot lamp missing due to accident – ELC-2125006 – 4160206
A new lamp column had been erected but not connected and the base of the old one has not yet been removed.
b)    Resurfacing of footpaths 
Still on the list but not on the works schedule
c)    Reducing the 60mph speed limit to connect both 50mph
The Clerk had spoken with a new highways officer who had picked up the council’s request, he apologised on behalf of highways for this not having been raised. He will take it to the next meeting for discussion. 

9.    Clerk’s reports, outstanding matters and new matters
a)    Village Gates and sign for New Bolingbroke – Update
The signs have been cut and the paint to be applied also the post to be manufactured
b)    Signing of the NALC civility and respect pledge: For those members that have not yet signed
Councillor Paul signed the pledge
c)    The Green, Parish Land: To receive information and discuss 
Covered in the public forum
d)    Official email addresses for Councillors and Clerk 
This was well received, on proposal from Councillor Paul, seconded by Councillor Wells and with no objections, all resolved that all members of the council will have a Gmail address to be used specifically for council business and only while that councillor is a member of the council. The Town Council will also have one that the Clerk will use.

10.    Information, reports and correspondence 
a)    To receive a price for notice board/s for Carrington
On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved that the council would offer to pay half the purchase price of a board for the Village Hall, the Clerk will inform them
b)    Discuss and resolve parking signs for Parish Land
The Clerk to write a letter to place on the abandoned car
The Clerk to find out the correct wording for a sign  
c)    Town Council: Update on informing those that need to know and changes to paperwork
The Clerk had informed those that needed to know urgently and will inform others as communication is received. The changing of council headers had started
d)    Grant request for The King’s Coronation: To discuss and resolve
On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to grant £500 to Carrington Village Hall for the purpose of a Coronation picnic on Sunday 7 May 2023 at the Village Hall for the community
e)    Conservation Area: To discuss applying for New Bolingbroke 
This will be on the Annual Parish Meeting agenda for discussion
f)    Town Council Nomination paperwork
