Minutes taken by the Clerk, Mrs Victoria Clark, at the meeting of Carrington and New Bolingbroke Town Council, held on Tuesday 25 April 2023, in Carrington Village Hall 

Present: Councillors Ken Rundle (Town Mayor), Eric Wells (Deputy Town Mayor), Andy Paul, the Clerk and 2 members of the public, County/District Councillor Tom Ashton arrived after the start of the meeting

Public Forum: The members of public did not wish to speak

The Meeting was opened at 19:00

1.    Chairman’s remarks
The Mayor welcomed those attending

2.    Apologies for absence: To receive and accept apologies where valid reasons for
absence have been given to the Clerk prior to the meeting
Apologies with reasons were given to the Clerk from Councillors, Oliver Reay and Tim Morgan. 
On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to accept the reasons given

3.    Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items
None received 

4.    Notes of the Parish Council meeting held on 28 March 2023: To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Councillor Paul, seconded by Councillor Wells and with no objections, all resolved to accept the notes of 28 March 2023 as a correct record of the meeting, and gave permission for the Chairman to sign them

5.    Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments
a)    Bank statement 31 March 2023 £20,263.21
b)    Annual Internal Audit (IA) Report and Chairman’s report from IA
c)    Asset register as of 31 March 2023
d)    Payments: Mr J Jackson for the Internal Audits £120.00 and last years £100 (Chq # 698 not cashed)
On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to approve the above payment.
e)    Bank reconciliation: To Resolve
On proposal from Councillor Paul, seconded by Councillor Wells and with no objections, all resolved to agree with the reconciliation
f)    End of year cash book/ledger: To resolve 
On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to agree with the end of year cash Book.
g)    Annual Governance and Accountability Return (AGAR): To resolve and sign
i.    Certificate of Exemption
On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to agree with the exemption certificate.
ii.    Section 1 Annual Governance Statement 2022/23
The members of council went though the statement answering all points and on proposal from Councillor Paul, seconded by Councillor Wells and with no objections, all resolved to the signing of the statement.
iii.    Section 2 Accounting Statements 2022/23
On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to agree with the statement.

6.    Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. To include those received from the date of this notice and the day of the meeting
No planning application received 

7.    FixMyStreet, Lincolnshire County Council and East Lindsey
a)    Foot lamp replacement and connection
Works are not completed
b)    Resurfacing of footpaths 
These are not yet on a schedule 
c)    Reducing the 60mph speed limit to connect both 50mph
Not yet approved

8.    Clerk’s reports, outstanding matters and new matters
a)    Village Gates and sign for New Bolingbroke – To discuss
The Clerk not to gain quotes yet but to keep it on the agenda
b)    Official email addresses for Councillors and Clerk: Update
The Clerk had set up a new council email address cnbtowncouncil@gmail.com and will set one for each councillor and create an email policy 

9.    Information, reports and correspondence 
a)    Notice board/s for Carrington: To discuss and resolve
The Village Hall thanked the council for the kind offer of help towards a notice board but declined the offer but the council can use the outside wall of the hall to erect a council notice board.
The clerk will order the board
b)    Discuss and resolve parking signs for Parish Land
The format of the sign was discussed and on proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to give the clerk permission to order 2 A4 size signs.

10.    Next meetings and payment:
i.    Tuesday 23 May 2023 In New Bolingbroke Town Hall
ii.    To resolve further meetings, venues and payments
The Town Hall has increase there rent from £100 to £130 for 6 meetings
The council decided to increase the Village Hall rent to £150 to include the refreshments after the remembrance Sunday service 

The meeting was closed at 19:32 
Councillor Ashton spoke about LCC & ELDC matters
