Minutes taken by the Town Clerk, Mrs Victoria Clark, at the meeting of Carrington and New Bolingbroke Town Council, which was held on Tuesday 30 January 2024, in new Bolingbroke Town Hall. 

Present: Councillors Ken Rundle (Town Mayor), Eric Wells (Deputy Mayor), Tim Morgan, Andy Paul and the Clerk

Also Present: One member of the public and East Lindsey District Councillor (ELDC) Neil Jones and Councillor Tom Ashton, Lincolnshire County Councillor (LCC) and ELDC who both left the meeting after giving their reports.

Councillors Ashton & Jones:

Summary of Key Points:

•   The criteria and results of the last speed watch in New Bolingbroke have been requested by Both the Clerk and Councillor Ashton and they will arrange for a site visit from The Road Safety Partnership.
•   The criteria and results of the last speed watch in New Bolingbroke were discussed. Both the Clerk and Councillor Ashton have expressed interest in understanding the details of the speed watch, and arrangements will be made for a site visit from The Road Safety Partnership.
•   There was a comprehensive report on council tax, specifically addressing the allocation of funds and the percentage distribution to various sectors.
•   The previous floods were spoke about and the ongoing flood investigation

ELDC will continue to receive business rates from Triton Knoll until a scheduled review takes place.

•   Both LCC and ELDC are opposed to The National Grid's proposals for overhead electricity lines and pylons. However, it was emphasized that the final decision rests with the Secretary of State.

The Clerk shared the sad news of the passing of Mr. Barry Dawson, the former clerk of the council, thoughts are with his family.

2.   Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting

3.   To receive the Declaration of acceptance of office from Members of the council not having previously signed and to be witnessed by the Proper Officer 

4.   Declarations of interest (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

Councillor Morgan declared an interest in item 7

5.   Notes of the Parish Council meeting held on 28 November 2023

To resolve as a correct record and to authorise the Chairman to sign the official minutes

On proposal from Councillor Wells, seconded by Councillor Paul and with no objections, all resolved to accept the minutes as a correct record and gave permission for the Mayor to sign them

6.   Financial matters: Previously sent to Councillors, to resolve as correct and authorise payments

a)   Bank balance as of 31 December 2023 £23,782.38

All members had received a copy of the bank statement

b)   To receive the cash book and bank reconciliation January 2024

Late In: Payment to Mrs V Clark of £30 as reimbursement for the Poppy Appeal

On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to approve the above payments

7.   Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council. 
To include those received from the date of this notice and the day on the meeting

a)   S/029/00010/24 Planning permission for the erection of a detached boiler room at The Lindens, Medlam Lane, Carrington, PE22 7LU

Those members that had not declared an interest had no objections or comments

8.   FixMyStreet, Lincolnshire County Council and East Lindsey

a)   Update on damaged foot lamp #2 and the connection of the new column

After communicating for some time with ELDC, the council has now been informed that this is an LCC responsibility and can be reported on FixMyStreet, the Clerk has done this, reference 491297

b)   Resurfacing of footpaths 

In anticipation of resurfacing, currently projected for 2025/2026, the Clerk requested an interim measure of path siding. The paths will be assessed for that process however this may result in unevenness of the surface.

c)   Reducing the 60mph speed limit to connect both 50mph and reduction through New Bolingbroke 

The evaluation of speed and traffic took place in October 2023, revealing that New Bolingbroke did not fulfil the specified criteria. The analysis of Carrington's results is still pending. The Clerk has requested both the results and clarification on the criteria.

9.   Clerk’s reports, outstanding matters and new matters

a)   Village Gates and sign for New Bolingbroke: Update

The Clerk will request a visit from highways to agree and authorise the position for gates coming into new Bolingbroke from Carrington and will then obtain three quotes to have gates and sign installed.
 
b)   Telephone Kiosk: Usage as a micro museum of the area. To receive updates

It was agreed that Councillor Paul will liaise with the History Group representative whom will be managing the micro museum.

c)   Grass Maintenance increase by 3% for the 2024 season: To receive figures

This increase is still within the amount the council has budgeted for. On proposal from Councillor Wells, seconded by Councillor Morgan and with no objections, all resolved to approve the increase

d)   National Grid Electricity Transmission (NGET) proposals to upgrade the high voltage electricity transmission network between Grimsby West in North East Lincolnshire and Walpole in West Norfolk: Information 

The Clerk will compose a letter addressed to Matt Warman MP, expressing the council's strong opposition to the overground pylons and lines but would be in support, if this was to be underground as with Triton Knoll. The council stands in full support of LCC (Lincolnshire County Council) and ELDC (East Lindsey District Council), both of whom share the same stance against this development.

e)   Damage to the grass at The Green: To discuss actions  

The same person continues to park behind the notice board while waiting for the school bus, ignoring a sign that was put up by a resident. The vehicle has worn away a part of the grass. It was decided that a clear sign be put up and a wooded barrier be laid on the ground allowing for the grass to hopefully re-cover or to be re-seeded in spring.

10.   Information, reports and correspondence 

a)   Ownership of The Green: To receive updates and discuss actions

All members had received correspondence from the solicitor and agreed that Councillor Rundle should continue to be the person that deals with the company.

The Clerk with find out the date that Councillor Rundle joined the Council and inform the company.

b)   Notice board for Carrington Village Hall: Update

The Clerk will meet with one or more of the Hall’s committee members to discuss where the board should be sided on Village Hall property before the March Meeting.

11.   Next meetings: 

Tuesday 26 March 2024 in Carrington Village Hall at 7pm

Due to Good Friday being 29 March the Clerk has asked the Hall if they might move the Council meeting date to Tuesday 19 March.
