November 2020 Minutes
Minutes taken by the Clerk at the meeting of Carrington Parish Council, which was held on Tuesday 24th November 2020 via video conference [1] commencing at 6.00pm
Present: Cllr. K. Rundle (Chairman), Cllr. A. Paul, Cllr. E. Wells, Cllr. Mrs. R. Thompson, Cllr. I. Thompson and the Clerk, Mrs. Victoria Clark.

As there were no public attending, the meeting started at 6.00pm
The Chairman gave thanks to Cllr. Hayes for taking the previous meeting in his absence
1. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
Apologies with reasons had been previously given to Clerk from Cllr. T. Morgan, Cllr. Ms. T. Ducker and Cllr. J. Hayes, on proposal from Cllr. E. Wells seconded by Cllr. A. Paul all resolved to accept the reasons given
2. Declarations of interest (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
None given
3. Notes of the Parish Council Meetings held on 27th October 2020
To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Cllr. Mrs. R. Thompson and seconded by Cllr. I. Thompson, with no objections all resolved to accept the notes of the 27th October 2020 as a correct record of the meeting and gave permission for the Chairman to sign them
4. PAYMENTS TO BE APPROVED Previously sent to members of the council
On proposal from Cllr. E. Wells and seconded by Cllr. I. Thompson, with no objections all resolved to approve the above payments
5. BUDGET discuss and set budget and precept amount for 2021/2022
All members had previously received the suggested budget from the Clerk, on proposal from Cllr. Mrs. R. Thompson and seconded by Cllr. E. Wells, with no objections all resolved to accept the suggested budget and set the precept amount for 2021/2022 at £10,000, £1,000 less than the previous year
Action: The Clerk to inform ELDC once the precept form is received
6. Planning – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the District Council – To include those received between 18th – 24th November 2020
S/029/01987/20 – Erection of a detached House on the site of the existing dwelling which is to be demolished – Park View, Main Road, Carrington, PE22 7HZ – No objections from the Parish Council
S/29/01583/20 - Extension & alterations to the existing dwelling to provide a conservatory – The Maples, Medlam Lane, Carrington, PE22 7LU – Approved
S/029/01622/20 – Construction of a biomethane filling station – Lane off Beeches Lane, Carrington, PE22 7LU - Approved
7. Correspondence received
Auditor – Update
The audit papers have been passed with no fee
Road closure – Occupation Lane - Between 14th & 15th December 2020 – By Anglian Water for a new connection
8. Lincolnshire County Council & East Lindsey District Councillors report – Cllrs. T. Ashton & N. Jones
No Reports received
Action: The Clerk to let the District & County Councillor know of the highways issues that have been reported and ask for updates on the names for the new development on the old railway line.
9. Next Meeting – Tuesday 26th January 2020 via Zoom video conferencing at 6pm
