Minutes taken by the clerk for the meeting of Carrington parish council, which was held on Tuesday 26th May 2020 at 6.00pm via video conference under “the local authorities (coronavirus) (flexibility of local authority meetings) (England) regulations 2020” commencing
Present: Cllr. K. Rundle (chairman), Cllr. T. Morgan, Cllr. A. Paul, Cllr. J. Hayes, Cllr. Ms. T. Ducker, Cllr. E. Wells, Cllr. Mrs. R. Thompson, Cllr. I. Thompson and the clerk, Mrs. V. Clark.
Public forum: as there were no public attending the meeting started at 6pm
Apologies for absence to receive and accept apologies where valid reasons for absence have been given to the clerk prior to the meeting
No apologies as there was a full council
Declarations of interest (if any) to receive declarations of interest under the localism act 2011 – being any pecuniary interest in agenda items not previously recorded on members’ register of interests
None given
Annual governance and accountability return (agar) 2019/20 – previously sent to members of the council
a. To approve the certificate of exemption – agar 2019/20 part 2, to be signed by the chairman and responsible finance officer (RFO)
On proposal from Cllr. J. Hayes seconded by Cllr. E. Wells all resolved that the total gross income & expenditure of the parish council was less than £25,000 and therefore the council would certify itself as exempt from a limited assurance review (page 3 of the agar)
b. Balance sheet for the year ended 31st march 2020, to be signed by the chairman and RFO
On proposal from Cllr. Ms. T. Ducker seconded by Cllr. T. Morgan all resolved to approve the end of year, 31st march 2020, balance
c. To approve the annual governance statement (section 1 of the annual governance and accountability return (agar) for financial year 2019/20 and authorise signing by the chairman and parish clerk
On proposal from Cllr. A. Paul seconded by Cllr. Mrs. R. Thompson all resolved to agree with items 1. To 8 of the statement. Item 9 is not applicable (page 5 of the agar)
d. To approve the accounting statements (section 2 of the agar) for financial year 2019/20 and authorise signing by the chairman and RFO.
On proposal from Cllr. A. Paul seconded by Cllr. T. Morgan all resolved to agree all statement figures (page 6 of the agar)
Payments to be approved previously sent to members of the council
On proposal from Cllr. I. Thompson, seconded by Cllr. A. Paul all resolved to approve the above payments
Notes of the parish council meetings held on 28th January 2020 and 24th march 2020
To resolve as a correct record and to authorise the chairman to sign the official minutes
On proposal from Cllr. Mrs. R. Thompson seconded by Cllr. T. Morgan all resolved to accept the notes of the 28th January 2020 as a correct record of the meeting and gave permission for the chairman to sign them
On proposal from Cllr. E. Wells seconded by Cllr. J. Hayes all resolved to accept the notes of the 24th march 2020 as a correct record of the meeting and gave permission for the chairman sign them
Next meeting – the next meeting of Carrington parish council will be published on the council’s website
The chairman, Cllr. K. Rundle was present at this parish council video conference parish council meeting and the change to legislation due to covid-19 allows for a signature to be added after the meeting date.
The meeting closed at 6.10pm
