March 2021 Minutes
Minutes taken by the Clerk at the meeting of Carrington Parish Council which was held on Tuesday 30th March 2021 via video conference commencing at 6.00pm
Present: Cllr. K. Rundle (Chairman), Cllr. T. Morgan (Vice Chairman), Cllr. A. Paul, Cllr. E. Wells, Cllr. Ms. E. Ducker, Cllr. J. Hayes and the Clerk, Mrs. Victoria Clark.
Public Forum:
As there were no public attending, the meeting started at 6.00pm
1. Chairman’s remarks
The Chairman informed those present of the passing of Mr Herbert Epton, for many years a dedicated Parish Councillor with Carrington Parish Council and an active member of various groups including Carrington Rally, The Rundle and Epton end of season Steam up and other local steam events, he will be greatly missed.
2. Apologies for absence To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
No apologies received
3. Declarations of interest (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
None given
4. Lincolnshire County Council (LCC) & East Lindsey District Councillor (ELDC) Reports – Cllrs. T. Ashton & N. Jones
No reports received
5. Notes of the Parish Council meetings held on 23rd February 2021
To resolve as a correct record and to authorise the Chairman to sign the official minutes
On proposal from Cllr. Paul, seconded by Cllr. Wells and with no objections all resolved to accept the notes of the 23rd February 2021 as a correct record of the meeting and gave permission for the Chairman to sign them
6. Resignation of Councillors
The Chairman spoke of the resignations of Mr Ian & Mrs Rita Thompson & how they had been an asset to the Parish Council and hoped that when they are not so busy, they will come back
7. Payments to be approved Previously sent to members of the council
On proposal from Cllr. Wells, seconded by Cllr. Hayes and with no objections all resolved to approve the above payments
8. Cash book & bank statement – To 28th February to be approved
On proposal from Cllr. Paul, seconded by Cllr. Ducker and with no objections all resolved that the Cash Book and Bank Statement balanced
9. Planning – Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the District Council – To include those received between 23rd – 30th March 2021
No planning applications received since the February Meeting
10. Correspondence received, Events and Updates
a) Directional signage on Main Road Carrington opposite Stickney Lane
Reference 389877 Fix My Street update “In Progress”
Also, more signage needed on Stickney Lane coming to the main road junction, reference 389874 update “In Progress”
b) Foot lamp missing due to accident
E.L.D.C reference ELC-2125006 report “The property department will look into this week commencing 29th March
c) Gouges in verges due to accident North of New Bolingbroke
Fix My Street reported back that highways will not deal with verges and that it would grow over
The Clerk wrote to the company responsible for the vehicle that caused the damage and after speaking with the Transport manager emailed the letter to him to confirming that the Transport Manager had stated that Highways could do it & send the company the bill for his attention. No reply was sent back to the Clerk.
The members agreed that the Clerk should write to Highways informing them of the company and what was verbally agreed.
Action: The Clerk to inform Highways
d) Speed limit sign at the junction of Occupation Lane and the main road in New Bolingbroke – ref: 391629
The Clerk thanked Cllr. Wells for reporting this on Fix My street reference 391629 update “Action Scheduled”
e) Zoom Subscription renewal – To discuss and resolve
It was discussed as to what video conferencing service to use going forward
On proposal from Cllr. Wells and seconded by Cllr. Morgan, with no objections all resolved to use M.S. Teams
f) Disclosable Pecuniary Interests update
No Members have any changes to make
Due to technical difficulties Cllr. Wells left the meeting & informed the Clerk via text
g) Notice board purchase – To discuss and resolve
The Clerk had sent all members a report of prices for notice boards in various materials. It was agreed by all that in keeping with the Town Hall they would prefer wood.
Action: The Clerk to find quotes from three companies & send to the Members for discussion at the May meeting
h) Lincolnshire County Councillors and Police and crime commissioner elections
The Clerk has posted the information on both notice boards and on Face Book
11. Next meeting – Tuesday 4th May 2021 via video conferencing at 6pm
Due to the legislation allowing Parish/Town Councils to hold meetings via video conferencing ending on the 7th May and not yet having been renewed by central government and community halls under the government road map not opening until at least the 17th May all agreed to hold the Annual Parish & Annual Parish Council Meeting at 6pm on Tuesday 4th May 2021 via M.S. Teams
The meetings after May would be discussed at the May Parish Council meeting when more information might be available
