Minutes taken by the Town Clerk, Mrs Deborah Money, at the Meeting of Carrington and New Bolingbroke Town Council, held on Tuesday, 30 September 2025, in Carrington Village Hall.
 
Present: Councillors, Eric Wells (Mayor/Chairman), Ken Rundle, Mike Forward, Councillor Richard Wiggall, Tim Morgan and the Clerk Deborah Money.
Also present: District Councillor Neil Jones
 
Public forum: 
Apologies were received from District Councillor Tom Ashton, District Councillor Neil Jones attended and gave updates on the local government changes, and about the community grants which are currently available.  
 
The meeting was opened at: 
 
1. Mayor’s welcome
Cllr. Wells welcomed everyone to the meeting.
 
2. Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting.
No Apologies were received from Cllr Paul.
 
3. Declarations of interest: (if any) To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interest.
Cllr Rundle declared an interest in planning for New Bollingbroke Village Hall.
 
4. Notes of the Town Council meeting held on 29 July 2025:
To resolve as a correct record and authorise the Chairman to sign the official minutes.
On a proposal from Councillor Forward, seconded by Councillor Wigall, and with no objections, it was resolved to accept the minutes as a correct record, and the Chairman was authorised to sign them.
 
5. Financial matters: To resolve as correct and authorise payments.

6. Planning: Town and Country Planning Act 1990. To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the district council, including any received between the date of this notice and the day of the meeting.
a) Application reference 02002/25/RES - Reserved matters application relating to the erection of 5no. 2.5 storey terraced houses (outline planning permission reference no S/029/02151/23 for the erection 5no. 2.5 storey terraced houses, granted on 25th April 2024).  LOCATION: Globe Foundry, Main Road, New Bolingbroke, Lincolnshire, PE22 7LN.  Approved on 04/09/2025.
b) Application reference 02821/25/FUL has been received and is now being considered. Your observations are requested no later than 9th September 2025.
Planning Permission - Siting of a lodge to be used as a self contained dwelling.
The Homeland Main Road New Bolingbroke Lincolnshire PE22 7LN  
No objections.
c) Application reference 03218/25/LBA has been received and is now being considered. Your observations are requested no later than 13th October 2025.  Listed Building Consent - Internal alterations/repairs to existing town hall to include replacement of part of existing ground floor. New Bolingbroke Town Hall Main Road New Bolingbroke Lincolnshire PE22 7JX
Originally this planning had included Parish Council as the applies, now that this appears to have been removed we have no objections. 
 
7. FixMyStreet, Lincolnshire County Council and East Lindsey
a) Resurfacing of footpath North of New Bolingbroke: To receive any updates.
We have had a reply from highways regarding the footway works programme across the County.  Lincolnshire County Council have advised that due to limited budget they are unable to do the work on this part of the pathway this financial year, but is on the list for future plans.  In the meantime, we have been advised to use Fix My Street regarding concerns about the condition of the footway.  The Clerk will contact highways to see if they can ensure that the grass is cut, due to the amount of school children that walk along this area.
 
8. Clerk’s reports, outstanding matters and new matters
a) To discuss jobs that need completing for Darrens Groundcare and Maintenance.
Emphasis was placed on maintaining the War Memorial in preparation for Remembrance Day.
b) Standing Order Policy To be adopted
On proposal of Cllr Wiggall, seconded by Cllr Forward and with no objections, all resolved to adopt the policy.
c) Financial Regulations Policy To be adopted
On proposal of Cllr Wiggall, seconded by Cllr Forward and with no objections, all resolved to adopt the policy.
d) Parking Policy To be adopted
On proposal of Cllr Wiggall, seconded by Cllr Forward and with no objections, all resolved to adopt the policy, once an amendment was made to car insurance and MOT. 
e) Terms of usage of the green, and disclaimer signs.
Revised signage details were presented. Councillors agreed to order four signs at a total cost of £199.20.
 
 
f) Cllr Forward’s Village Report
Following discussion, fencing for the playground will be added to next month’s agenda. The Clerk will contact New Bolingbroke Village Hall to clarify the scope of their event insurance (indoor and outdoor coverage).
g) New Bolingbroke Church Grass Cutting
Cllr Rundle submitted all required paperwork for payment of the grass cutting invoice.
h) AGAR Update
The 2024–2025 audit is complete with no concerns raised.
i) Next Cloud Email Addresses
It was unanimously agreed for the Clerk to purchase new council email addresses under the domain: cnbtowncouncil.gov.uk
j) Scribe Financial Accounts
This has previously been agreed, and will be revisited during budget discussions.
k) Clerk’s Laptop
Approval granted for the Clerk to purchase a new laptop, budgeted at approximately £600.
l) Budget 2026-2027
Planning will commence at the next meeting scheduled for the end of October.
 
9. Information, reports and correspondence 
a) Ownership of The Green: To receive updates.
Knights Solicitors confirmed successful transfer of Town Green ownership. The Clerk will publish official documentation on the website and noticeboards.
b) New Bolingbroke – B1183 main road proposed 40mph speed limit
Contrary to prior advice, the proposed speed limit is now 40mph. The Clerk received confirmation that the committee’s recommendation for 30mph was overruled by the Executive Member for Highways. Cllrs Ashton and Matthews are working to reverse this decision.
c) To discuss any action needed for The Green.
Dyson Farm will carry out light dressing (plainings) post-harvest, free of charge. A thank-you letter will be sent upon completion.
d) Entrance and exit to the green being blocked by cars.
The Clerk will contact the PCSO regarding the legality of private uninsured vehicles obstructing access.
e) Quotes for fencing at The Green
Due to a high initial quote, councillors requested a revised quote with shorter posts and no postcrete. The Clerk will also seek alternative quotes.
f) Telephone Kiosk/Micro museum of the area: To receive updates.
Painting is pending due to weather conditions. The handyman’s suggestion to add a “Micro Museum” glass sign was declined by councillors.
g) Defibrillator Update
A free defibrillator has been secured from the British Heart Foundation. Cllr Wiggall will notify the Clerk once it has been installed.
Cllr Wells volunteered to conduct six-weekly checks, on both defibrillator’s.  The Clerk will show Cllr Wells, at the start of the next meeting.
h) Car Parked at the rear by the Play Area New Bolingbroke.
This will be discussed at our next meeting.
 
10. Resolution to close the meeting:  To resolve on whether the Council will move into closed session to consider the following confidential staffing and legal matters in accordance with the Public Bodies (Admission to Meetings) Act 1960.  (Should this resolution be passed the public and press will be required to leave the meeting at this stage).
 
11. Staffing Matters 3-month end review. 
The Clerk’s three month review took place.  It was agreed that her payscale would increase to SCP 28 as per her contract.
