Minutes of the Annual Parish meeting, held on 4 May 2021 at 6.00pm via video conference due to Covid-19 restrictions
Present: Councillor Ken Rundle (Chairman), 6 members of the public (one joining during item 5), also present, Mrs Victoria Clark, the Parish Council Clerk
The meeting started at 6:05pm
1. Welcome from the Chairman of the meeting
The Chairman welcomed those attending
2. Notes from the Annual Parish meeting held on Tuesday 28 May 2019: To resolve as a correct record by those that attended last year’s meeting and for the Chairman of the meeting to sign the official minutes
On proposal from Cllr. E. Wells, seconded by Cllr. T. Morgan and with no objections from those that attended the 2019 meeting all resolved to accept the notes from 28 May 2019 as a correct record of the meeting and gave permission for the Chairman to sign them

Church Warden for St. Peter’s (New Bolingbroke) and St. Pauls (Carrington) Churches
a) Thanks were given to Beeswax for keeping the Church yard at St. Pauls tidy at no cost and also to The Friends of New Bolingbroke Church for the Church yard maintenance at St. Peters
b) Clive Todd, the new Vicar arrived March 2020 just at the start of the pandemic when the 1st lockdown started.
c) The Church magazine was adapted to an online version - https://www.achurchnearyou.com/church/14651/page/55884/view/
d) With not being able to fundraise for the last year, funds are very low

Appendix A
Clerk’s report
1. Emergency plan
Councillors and residents formed a group and have written an emergency plan and have received several training sessions from The Emergency Planning and Business Continuity Unit from Lincolnshire County Council, unfortunately the last session had to be cancelled, ironically, due to the outbreak on the Covid-19 pandemic. However, Carrington and New Bolingbroke residents, Councillors and the Clerk joined forces with Frithville and Westville to form a group to advise and help those that needed it within the villages.
Further training will resume as soon as practical
2. Future plan to have an information leaflet sent to each home in the villages
This is a long-term project for the Clerk to fit in around scheduled work
3. Keeping in touch with the residents
a) Website – www.carrington-new-bolingbroke.parish.lincolnshire.gov.uk
LCC have always given us a free website and when the new legislation came in for councils to have accessible websites, they have given us a new one still free of charge. We hope to make this more of a community place when we get experienced in adding items.
b) Facebook - @Carrington with New Bolingbroke Parish Council
With over 230 page likes we hope that the information added and shared is of interest to residents
c) Notice Boards – Covid and ELDC funding
We are sourcing a new board for New Bolingbroke to be sited on the front of the green, the board in the church yard will then get moved to Carrington
d) Meetings are held approximately 9 months of the year, since covid we have held them via video conferencing but they would normally be held in Carrington Village hall and New Bolingbroke Town halls, we hope that in the future we can use video conferencing to compliment face to face meeting to suit all needs and weather conditions.
In normal circumstances the Annual Parish Meeting for residents would take place in one of the halls with light refreshments served while meeting Councillors and other officials but it had to be cancelled in 2020 and online this year.
4. Community Halls and Local Groups
a) Both Carrington Village Hall and New Bolingbroke Town Hall have wonderful spaces to hold events, celebrations, clubs and groups and have plenty going on
b) The Scouts have their meetings in Sibsey Northlands Hall
c) The W.I also hold their meetings in Sibsey Northlands Hall
d) Park United are based on land next to Carrington Hall
5. Team work within the community and thanks must go to all that help
a) We have a resident that has been keeping the parish land looking very smart
b) The War Memorial representatives look out for this and as we could not hold a Remembrance Day service last year, they laid the wreath on the behalf of all residents.
c) Normally after the Remembrance Sunday Service, Carrington Village Hall opens its doors and offers light refreshments to those attending the service and those attending the Frithville service
d) The committee of New Bolingbroke Town Hall gave us permission to install a defibrillator the wall of the hall and provides the electric to run it. The unit was as purchased with donations from Councillors, residents and also East Lindsey District Councillor Grant Money
e) Our councillors help where they can, checking on the defibrillator, putting out the wheely bin, reporting highways issues on FixMyStreet and any other way they can
f) We are very lucky to have companies like Beeswax and J H Rundles in our villages as they do many jobs, sometimes unnoticed, that would otherwise cost a lot of public money, they have levelled out the area of the green that people park on when collecting their children from the school bus and when using the Town Hall and also organised and paid for the village gates that are placed on the verge in Carrington these are just two of their kind acts.
g) We were at last able to get the speed limit reduced slightly as you come into Carrington heading north and hope to get that extended to the royal Oak Pub and also will try again, to get the limit reduced within New Bolingbroke
h) FixMyStreet
We continue to report highways problems via this method and would encourage residents to do so, you don’t have to have your name published and we have found that if a photo is added it can help locate and highlight the problem
